  • High road policy is any mechanism that strengthens the people, organizations and networks advancing high road goals, weakens those undermining them, or rights the wrongs of earlier low road policies.
  • Three strategies work together: Prefigure the high road with what exists now, Disrupt the structures that hold the low road in place, and Capture the institutions where it is vulnerable.
  • The issue offers a framework for judging how well any proposal fits a high road agenda.

Written in the first months of the COVID-19 pandemic, this special edition sets out the ideas behind the whole project. It defines the high road as constant progress toward shared prosperity, environmental sustainability and participatory democracy, and the means to get there as anti-racist, reparative, cooperative and prefigurative.
