Prioritizing Racial Equity and Social Justice in New York State

Key findings

  • New York should create a statewide Office of Racial Equity and Social Justice.
  • That office should lead a participatory process that produces a statewide vision and action plan for equity.
  • Equity impact analysis, modeled on the environmental reviews New York already requires under SEQR, would put the vision into practice.

The converging crises of 2020 opened a window for structural change. This issue analyzes two bills before the 2019–20 Assembly and proposes amendments that would make them reinforce each other as parts of one program for racial equity and social justice.
